About Me
As a Scientist
During over 18 years of experience as a Professor in two different universities and countries: University of Quebec at Trois-Rivières, Canada and University of Ouargla, Algeria, I’ve supervised 13 PhD and 23 master students, co-founded two research laboratories, organized and chaired two editions of an international conference and many other workshops, published some 70 papers in renowned scientific journals and conferences, deposited an invention patent, and taught 15 different courses at graduate and undergraduate levels.
As a Director
As a National Director of Digitization within the Ministry of higher education and scientific research, Algeria, I was the main responsible for drawing the higher education digitization strategy and monitoring its implementation, coordinating the digitization efforts of 114 universities nationwide, developing tens of platforms and other digital solutions for the management of registration and schooling of about 1.7 million students and the careers, teaching and research activities of more than 62 000 teachers/researchers, accompanying all the universities nationwide in the acquisition of computing and network equipment, and improving their online learning facilities and systems.

One of the best inventors in information technology in the province of Quebec, Canada, in 2004, according to the Fédération Informatique du Québec. The prize was awarded to me for the invention of a search engine for images.

I’ve produced some 70 scientific publications, many of which in renewed journals and international conferences (IEEE, ACM, Elsevier, Springer, …), as well as two book chapters.

In Ouargla, Algeria, I founded the Group of Applied Research in Computer GRAIN research team which brought together all the teachers of the department, and which subsequently became the multidisciplinary laboratory LINATI. I also founded and headed the Artificial intelligence and Data science team.

In Trois-Rivières, Canada, I obtained several research grants: NSERC, FQRNT, etc., totaling more than $200,000.

I have taught about 15 different courses, mainly in 2 different universities and countries.

In Ouargla, I chaired the committee which created a new Master’s in Artificial intelligence and Data science.

I’ve taught theoretical project management courses many times in different universities: Management of time, quality, resources, HR, risks, … And then I had the opportunity to implement those concepts twice :

In the Ministry of higher education and scientific research :

I’ve leaded a team of about 30 members, most of which are software developers. The team was responsible for designing and developing digital solution for the higher education nationwide, and ensuring the assistance for users. The solutions developed concern the schooling management information system, different platforms for the management of Human resources, Employees career, Research, Doctoral training, Medical training, Patrimony management. Tens of thousands of users have successfully used those solutions.

I was the main responsible for drawing the higher education digitization strategy, coordinating the digitization effort of more than 100 universities nationwide, accompanying those universities in the equipment acquisition process, improving the online learning facilities and systems.

I founded and leaded a 30-people research team for many years. The team includes faculty members, PhD students and masters.

I was the main organizer and General chair of two major scientific events : the 1st and 2nd International Conference on Artificial Intelligence and Information Technology (100 to 250 participants), as well as many other small workshops.

I have launched a new master’s in AI and DS and a doctorate program in Computer vision.
